Speaker Bio:
Mr. Ornelas has over 20 years of engineering experience in Texas and graduated in civil engineering from the University of Texas at Austin in 1999. He is a professional engineer licensed in the State of Texas. Mr. Ornelas was a transportation engineer with Texas Department of Transportation and was the Assistant District Engineer for the district from 2009 through 2021. He has extensive experience with the irrigation facilities within the district and had oversight of all construction of roads, bridges, and pipelines within the district’s rights-of-way. Mr. Ornelas was born in Ysleta, Texas and is a long-term resident of El Paso County.
