Biography

Rebecca (Becky) Pinto is an El Paso native with more than 19 years of experience working with the Texas Department of Transportation in the transportation field.  She graduated in 2002 from the University of Texas at El Paso (UTEP) with a Bachelor of Science in Civil Engineering and began her well-rounded career with the El Paso District. 

Through the life of her career, she has spent time in the Advance Transportation Planning (ATP), Advance Project Development (APD), Design, Traffic Engineering, Project Management Office (PMO), East Area Office, El Paso Project Office, and Construction Records sections of the El Paso District.  Becky has managed, developed, and played a key role in a variety of projects through all phases of development.  She has also worked with TxDOT’s Professional Engineering Procurement Services (PEPS) Division in the Central/Urban Service Center and the Negotiation Center.  

In her current role, Becky leads her team in the Advance Project Development section, which manages and develops projects through the preliminary engineering and schematic phase of development.
