  • TexASCE – Texas Proposition 1 Passed

    Texas’ voters made the right choice yesterday as they voted ‘yes’ on Proposition 1. The new dedicated portion of the state’s oil and gas collection will increase revenue to the State Highway Fund without harming the Rainy Day Fund. In turn, this funding will be invested into modernizing roads and bridges across our state. The American Society of Civil Engineers estimates that 38 percent of our major roads are in poor or mediocre condition, and this funding will help TXDOT improve our transportation system. With over 80 percent of voters in support of the amendment, it will show our legislators that Texans are serious about funding our transportation infrastructure.

    With almost 80% of the voters in support of Proposition 1, it is evident that Texans care about their infrastructure and its importance to our economy. Many thanks to supporters of the constitutional amendment to fund our infrastructure without new taxes, fees or debt. The Section appreciates all the efforts of the membership to promote Proposition 1. Thank you for your hard work and grassroots support of this civil engineering issue.

    toydriveEvery December, EPASCE holds a service event to encourage our members to give back to our community. This year, the Branch is partnering with the UTEP Student Chapter for a Holiday Toy Drive. Donations will go to support the Child Protective Services of El Paso.

    To participate, bring a gift to the EPASCE General Meeting on December 16th, or contact one of our board members to make other arrangements.
    Gifts are needed for children up to age 18. Suggested gift value is $20.

  • TexASCE: Vote ‘Yes’ on Prop 1: Maintain Our Roads, No New Taxes

    Beitel.Curtis%20resized%20(5-13-13)[1]While most Texans are painfully aware our state has been in a drought for the past 3 years, many don’t realize we have been in a transportation funding crisis for the past 10 years.  In November, Texans will have a unique opportunity to permanently improve highways across the Lone Star State. Proposition 1 is a proposed constitutional amendment that would add billions in reliable transportation funding – an estimated $1.4 billion in the first year alone – without new taxes, fees or debt.

    In Texas, our highways are showing their age. The Interstate Highway System is preparing to celebrate its 60th birthday. With a typical design lifespan of 50 years, most of the system now requires increased levels of expensive maintenance.  In 2004 the maintenance and rehabilitation needs surpassed TxDOT’s traditional funding from the gas tax, and we have continued to lose ground.  Texas is falling behind, with at least $5 billion in unmet transportation needs annually.

    Our highways are also becoming more congested.  The population of Texas has grown 125 percent over the past 40 years, and is expected to rise another 65 percent by 2050. Texas highway use has subsequently risen 238 percent, but our highway capacity has increased a mere 19 percent over that same timeframe.  The Texas Section of ASCE applauds TxDOT’s innovative use of public-private partnerships and toll managed lanes to provide additional highway capacity and relieve congestion – but those solutions do not help maintain our existing freeways.

    If approved by voters, the amendment would authorize annual disbursements from the state’s oil and gas production tax collections to the State Highway Fund. Specifically, half the money currently destined for the Rainy Day Fund will go to the State Highway Fund. (The other half would continue to build the Rainy Day Fund, which is forecast to reach a record high in 2015 and approach its constitutional cap by 2020, even with Proposition 1 in place.)  While the Proposition 1 may not be the whole solution, it is an important step forward.

    Proposition 1 is a fiscally sound solution that does not divert money from other public investments, burden taxpayers or unduly jeopardize the Rainy Day Fund. On November 4, 2014 it will be up to Texas voters to do their part so that future generations of Texans continue to enjoy the commerce, safety, security and competitiveness of our highway system.

    10155590_640790425976599_4349319414995538537_nI just wanted to express my thanks to the ASCE El Paso Chapter for a wonderful year. I appreciate all the support from the members of ASCE-El Paso. Being a board member has been a wonderful and rewarding experience. I truly enjoyed my tenure on the board and as President. It is easy to serve on the board when you have such a great supporting staff. I wish to thank Bobby Gonzalez, Wendy Arredondo, Marvin Gomez, Roxanne Rivera, Chris Nance, Tom Vick, Sergio Mendez, Jesse Valles and Shane Brooks for all their outstanding help. I also want to thank members of the UTEP student chapter for being involved in our board meeting – thank you Estefany and Adrea. I am looking forward to another great year with our newly elected board members.
