Speaker Bio:

Javier Acosta is a Professional Engineer in Texas and New Mexico; he is also a Professional Traffic Operations Engineer and Certified Floodplain Manager. He was formerly the Hydrology and Hydraulics Engineer, Engineering Division Manager and Floodplain Administrator for the City of El Paso. He is the secretary and voting member for the Texas Water Development Boards Region 14 Flood Planning Group. He is also a member of the New Mexico State University Civil, Agricultural and Geological Engineering Academy. He is currently the Vice President at Frank X. Spencer and Associates Inc.
