DESCRIPTION:On Sunday\, December 16th\, engineers and other volunteers from around El Paso will come together to bring much needed assistance to families in nearby colonia communities.\nASCE El Paso is working with local community health advocates to put together teams of volunteers to help install water filters in homes with no access to municipal water services. \nEach team will be made up of at least one student who will be conducting surveys\, at least 2 or 3 volunteers to install the filter and maybe one public health worker. \nAlso\, we need to come up with a list of Team Leaders who will meet up the week before to get some training on how to install the filter. Art is also the Quality Control Director and Product Development Engineer for Del Zotto Products of Texas\, Inc.\, a precast concrete and form manufacturing company with locations in Gladewater\, TX; Sealy\, TX; and Wrenshall\, Minnesota. \nSome highlights of Art Clendenin’s 35-year career include development of the first pre-cast bent caps used in Texas bridge construction\, creating the first mitigation plan for inclusion into a roadway project for leaking underground storage tanks\, providing design and construction expertise for the Loop 363S/IH35 multi-level interchange in Temple and schematic corridor design and review for the IH35 expansion from Belton to Salado. \nArt Clendenin began his involvement with ASCE as a student at Texas Tech University. He was the Concrete Canoe Chairman for three years and served as the Student Chapter President. He spent the first 15 years of his career at TxDOT in the Corpus Christi District\, where he worked up through the ranks from Engineer Assistant to Area Engineer. During this time\, he was an active participant in ASCE at the Corpus Christi Branch’s activities where he served in all branch leadership roles. He served as the Corpus Christi Branch Director completing the term as he moved to the Northeast Texas area in 1998. \nWhile settling into East Texas as a consultant project manager\, Art continued his involvement at the state level serving two sequential terms as the Vice President of Technical Programs. His professional service continued at the Branch level also\, where he has served on numerous volunteer committees and has participated as a practitioner-advisor to the UT Tyler Civil Engineering program\, numerous terms as the Northeast Texas Branch Director and substitute director. \nArt has supported the UT Tyler Civil Engineering Program as an adjunct instructor and assisted the Civil Engineering Department with various class projects. Most recently he helped the student branch host the ASCE National Concrete Canoe competition. Within the precast realm\, Art is currently a Program Advisor to the Kilgore College Industrial Maintenance Program\, and Le Tourneau University Civil Engineering Program. \nHe serves as a lead usher at his church\, where he and his wife are active members. Art and his wife\, Mary Lou\, have raised three daughters and now enjoy three precious granddaughters whenever possible. When time permits\, they play hard at various water activities or enjoy long rides and trips on his motorcycle.

Maldonado\, P.E.\, is the Dean and Riter Endowed Professor of Engineering at The University of Texas at El Paso\, since July 2017. She is the former Founding Senior Vice President for Research\, Innovation\, and Economic Development at the University of Texas Rio Grande Valley (UTRGV). \nDr. Maldonado’s academic career spans 28 years at four other universities – UTRGV\, Texas A&M University\, Texas A&M Health Science Center\, and The University of Texas at Arlington (UTA – with 17 of those years in various research administration roles. \nDr. Maldonado has extensive experience at the federal level in advancing research and commercialization initiatives. From Jan. 2011 she served four years as a director in the Engineering Directorate at the National Science Foundation. She was responsible for a $130M budget in support of interdisciplinary research centers\, research translation\, innovations in engineering education\, special initiatives in support of military veterans\, and workforce development programs. \nBefore entering academia\, Dr. Maldonado was a member of technical staff at AT&T Bell Laboratories for five years working on optical components and systems. \nDr. Maldonado earned the Ph.D.\, M.S.E.E.\, and B.E.E. with Highest Honors degrees in Electrical Engineering\, all from the Georgia Institute of Technology. She is a registered Professional Engineer in Texas.

As Clinical Professor\, her main responsibility is to foster projects that connect education and research to engineering practice and real-world applications\, a staple of which is the Coordination of the CE Senior Capstone design projects. Dr. Santiago’s research is focused on innovation and entrepreneurship for providing safe drinking water to under-served communities\, water quality sensors\, and Engineering education in graduate and undergraduate students with a focus on Hispanic and female students. \nDr. Santiago is an appointed member of the El Paso Water Public Service Board and the Environmental Protection Agency’s National Advisory Committee. She is dedicated to providing students with service learning opportunities and uses team-based and project-based learning approaches and liberating structures for student engagement and sharing collective knowledge. She is currently part of UTEP’s NSF-AGEP program focusing on fostering Hispanic doctoral students for academic careers\, and the Department of Education’s (DoE) STEMGROW Program to encourage students to pursue STEM careers\, is a faculty partner for UTEP’s STEM Accelerator Program\, and fellow of UTEP’s Center for Faculty Leadership and Development. Her commitment to connecting education to practice is demonstrated by the local and state teaching awards she has won: 2014 UTEP’s CETaL Giraffe Award (for sticking her neck out); 2014 College of Engineering Instruction Award; 2014 The University of Texas System Regents’ Outstanding Teaching Award; and the 2012 NCEES Award for students’ design of a Fire Station.

The Lower Valley Interceptor is a major interceptor in the EPWU system and carries approximately 10 MGD to the Roberto Bustamante WWTP. The 39-inch AC epoxy lined pipe was installed in the 1960s. Several joint failures led to erosion of the AC pipe around the joints\, which over time\, allowed soil from above the pipe to fall into the pipe and be transported downstream. The voids created as the soil fell into the failed pipe eventually became large enough that their presence was visible from the surface. Sags in the roadway eventually became holes in the pavement that revealed large underground caverns. The catastrophic failure of the pipe needed to be repaired as soon as possible to allow the interceptor to continue to flow and without creating new sinkholes in the neighborhood that would impede the day to day commute for the residents. Over 5\,000 linear feet of CIPP was used parallel to the railroad tracks and within the neighborhood along with 24/7 by-pass pumping. Repair of the line proved to be difficult and challenging due to the location of the interceptor next to the railroad and overhead power lines. Adding to the difficulty was that over the years\, residents had encroached onto EPWU R.O.W. by expanding their backyards to where the interceptor and several manholes where located within property fences and rock walls.

This presentation is a very brief overview of how the Envision™ Program is organized. Envision™ is managed by the Institute for Sustainable Infrastructure (ISI)\, which was founded by ASCE\, APWA\, and ACEC. \nSpeaker Bio:\nJerry is a Region 6 Governor of the American Society of Civil Engineers (ASCE) that covers New Mexico and West Texas. Jerry has worked with Molzen-Corbin & Associates for over 32 years and was recently appointed as Executive Vice President of the firm\, where he also serves as Branch Manager for their Las Cruces\, NM and El Paso\, Texas offices. In ASCE\, Jerry is a Past President of New Mexico Section in 2010-11. The former Region 5 director has served on ASCE’s Committee on Diversity and Women in Civil Engineering and the Committee on Licensure and Ethics. ASCE has drawn on her expertise for a number of media relations activities\, including an interview with National Public Radio’s “Morning Edition” on post-Hurricane Katrina conditions. Recently\, she was spokeswoman for “Raised Floor Living\,” a commercial that aired in the New Orleans’ region promoting elevation of residential structures above the flood plain. \nIn 2012\, President Obama named Mattei one of three civilian members of the Mississippi River Commission\, which researches and provides policy and work recommendations covering flood control\, navigation and environmental projects. In that capacity\, she helped oversee a drainage basin that covers 41 percent of the nation.  The governor of Louisiana appointed her to the state’s licensing board for professional engineers — LAPELS. She also serves on the board of directors for both the Louisiana Transportation Research Center Foundation and the Louisiana Technology Council. \nMattei has been a member of the UNO faculty since 1995. Her technical research interests include large watershed management\, material and structural testing\, sustainable reuse of spent construction and fabrication materials\, and residual stress measurement. She is also interested in diversity\, licensure and ethics issues. \nMattei earned a bachelor’s degree in civil engineering in 1982 and a doctorate in 1994\, both from Tulane University.

The District has hundreds of miles of both international border with Mexico as well as hundreds of miles of state border with New Mexico. El Paso is the nexus where Texas\, Mexico and New Mexico join and is a critical hub for commerce for these entities.

Smyth\, PE\nEnvironmental Services & Code Enforcement\, City of El Paso\nEllen Smyth is the Director of Environmental Services for the City of El Paso and has over 33 years’ environmental and management experience in “for-profit” fortune 100 firms as well as in public service.Before returning to El Paso\, Ellen worked for Eastman Kodak\, Waste Management\, TxDOT\, and the City of Las Cruces. Ellen holds a Bachelor of Science in Civil Engineering from Texas A&M University and a Master of Public Administration from New Mexico State University. She also holds a Master of Pastoral Studies in Theology from Loyola University\, New Orleans. She is a registered Professional Engineer in the States of Texas and New Mexico.\nIn her current position she oversees Solid Waste Management (trash\, recycle\, landfills)\, Code Enforcement (nuisances\, environmental health\, vector control)\, and Environmental Engineering (mold\, asbestos\, ESAs\, methane gas\, leachate). She is a member of the American Public Works Association\, Solid Waste Association of North America\, the National Recycling Coalition\, the American Society of Civil Engineers\, the National Society of Professional Engineers and the Texas Association of Environmental Professionals. Ellen is a native El Pasoan and she is a proud graduate of Austin High School. Her hobbies include hiking\, sewing\, and handwriting analysis. She is married to Frank and they have one daughter\, Ann Marie who holds an MBA from Texas Tech University.
