When they learned about the camp’s limited access to clean water and sanitation\, the three individually decided they needed to do something. When each of them reached out\, they were told that there was no technical or engineering presence at the camp\, but that they were welcome to come down and see how they could help. \n\n\n\nAfter working together for months\, completing projects in partnership with the asylum seekers\, Global Response Management (GRM)\, the Resource Center of Matamoros (RCM)\, and other partner NGOs\, the three engineers decided to formalize. Ybarra\, P.E. is a Texas and New Mexico licensed professional engineer working for Environmental Services (ESD) with the City of El Paso. Mr. Ybarra starting engineering in September 2008 after completing his Master of Engineering from Texas A&M University. In October 2010\, Mr. Ybarra began working in solid waste engineering with a focus on waste cell construction\, water balance cover analysis and design\, site drainage\, and permitting.  Mr. Ybarra has also been involved in design and construction of the access roadways\, public drop-off areas\, weigh scales\, restroom facilities and cell closures at municipal solid waste (MSW) facilities.  In 2019\, Mr. Ybarra started with the ESD managing operations\, which include landfill\, collections\, clean El Paso and air quality.  Mr. Ybarra is licensed as a Class A MSW Operator and Certified Flood Plain Manager. \n\n\n\nESD is more than just a weekly trash collection but this presentation will show the full spectrum of activities that ESD performs on a weekly basis.   \n\n\n\n\n\n Nicholas Ybarra\, PE\, CFM\n\n\n\n\n\nVirtual meeting is free\, PDH certificate is $5 via PayPal. \n\n\n\nClick here to join virtual meeting. Kinney\, Ph.D.\, P.E. \nExecutive Director\, Texas Board of Professional Engineers and Land Surveyors\nTopic:\nProfessional Practice Update (Ethics)\nUpdates on engineering ethics and Code of Conduct\, Board Activities\, rule and statutory changes\, and general updates on Board initiatives.\nSpeaker Bio:\nDr. Kinney is the Executive Director of the Texas Board of Professional Engineers and Land Surveyors. He has been with the Board for seventeen years and is responsible for all agency programs and activities\, including legislative\, rule\, budget\, and policy issues\, and represents the Board at statewide\, national\, and international functions. He also gives licensing and ethics outreach presentations all over the state at universities\, companies\, and associations.\nPrior to working at the Board\, he worked in the semiconductor industry for 11 years. He has a Bachelors Degree in Physics from the University of Texas\, a Masters Degree in Industrial Technology from Texas State University\, and a Ph.D. in Curriculum and Instruction focused on Learning Technologies from the University of Texas. Please RSVP by Monday\, October 28th.\nGuest Speaker\nJay Ornelas\, P.E.\nAssistant District Engineer\, El Paso County Water Improvement District No. 1\nTopic: Purpose and Function of the Irrigation District\nSpeaker Bio:\nAfter graduating from the University of Texas at Austin with a Bachelor of Science degree in Civil Engineering in 1999\, Jay joined TXDOT’s Bridge Division in Austin.\n\nAfter a few years at TXDOT and Matrix Design Group\, in March 2009\, Jay accepted a position with El Paso County Water Improvement District\, the Irrigation District. Jay is the Assistant District Engineer and oversees construction of subdivisions\, utilities\, roadways and bridges on and across EPCWID’s real property.\n\nHe is licensed as a Professional Engineer in Texas and New Mexico.\n\nJay farms pecans\, enjoys football\, volleyball and playing golf.
