Ybarra\, P.E. is a Texas and New Mexico licensed professional engineer working for Environmental Services (ESD) with the City of El Paso. Mr. Ybarra starting engineering in September 2008 after completing his Master of Engineering from Texas A&M University. In October 2010\, Mr. Ybarra began working in solid waste engineering with a focus on waste cell construction\, water balance cover analysis and design\, site drainage\, and permitting.  Mr. Ybarra has also been involved in design and construction of the access roadways\, public drop-off areas\, weigh scales\, restroom facilities and cell closures at municipal solid waste (MSW) facilities.  In 2019\, Mr. Ybarra started with the ESD managing operations\, which include landfill\, collections\, clean El Paso and air quality.  Mr. Ybarra is licensed as a Class A MSW Operator and Certified Flood Plain Manager. \n\n\n\nESD is more than just a weekly trash collection but this presentation will show the full spectrum of activities that ESD performs on a weekly basis.   \n\n\n\n\n\n Nicholas Ybarra\, PE\, CFM\n\n\n\n\n\nVirtual meeting is free\, PDH certificate is $5 via PayPal. \n\n\n\nClick here to join virtual meeting. Mr. Williams has worked as a pavement engineering consultant in the Central Texas area since 2004\, providing pavement engineering\, design\, and management services to agencies throughout Texas as well as many agencies across the United States for over 15 years. Mr. Williams has served on the AFD80 committee on the Strength and Deformation Characteristics of Pavement Sections for the Transportation Research Board and presented at numerous national and regional conferences on pavement design\, structural evaluation\, and pavement management. Mr. Williams has also served as an instructor for the NCTCOG in the Dallas-Fort Worth area for pavement engineering classes. Mr. Williams has managed over 100 pavement management and engineering projects for cities\, counties\, and other entities as well as state-wide pavement data assessment projects accounting for over 100\,000 miles of pavements analyzed. In 2015\, Mr. Williams started Dynatest’s Texas office and is currently a principal engineer managing daily operations as well as projects related to all aspects of pavement engineering.

Robert Ortega\, P.E. currently serves as Project Engineering Manager for El Paso Water and has served as Senior Pastor of Holy Spirit of Hope Church since 2002.\n\nRev. Ortega obtained his BSCE from UTEP in 1970 and his MS in 1980.  He has been a Registered P.E. in Texas since 1976.\n\nHe served during Vietnam-era as a Sanitary Engineer (O-2) with the U.S. Public Health Service designing and constructing water and sewer community services on Indian Reservations in Arizona\, New Mexico and California. He continued in the reserves and was called back to service in 2006 for Katrina First Response\, and was promoted to O-6 rank.\n\nRev. Ortega owned Construction Management Associates in the 1980’s\, providing construction\, design-build\, and construction management services. CMA’s largest project was the design-build of a 11-story\, U.S. Embassy in La Paz\, Bolivia\, which was cut short. He worked with various City and Federal agencies; his highest position was Acting Commissioner of the International Boundary and Water Commission – US Section in 2001.\n\nPrior to El Paso Water\, Rev. Ortega had retired in 2004 from providing business development consulting\, as well as RPR\, for CH2M Hill\, Arcadis and MCi.\n\nRev. Ortega has been married to beautiful Martha since 1968\, and has 3 daughters\, 4 grandchildren and 2 great-grandchildren.

He worked as a structural engineer in San Antonio in 1984. In 1985 Mr. Dallo joined the City of El Paso Engineering Department as a program manager. In 1988\, Mr. Dallo was promoted to a position in construction and worked as an assistant and Construction Division Manager until 2005. In September 2005\, Mr. Dallo transitioned into land development where he gained certifications in Floodplain Administration and New Urbanism. As of September 2012\, Mr. Dallo took on the role of Floodplain Administrator.  In this field\, his vision has been developed drastically to extend beyond the goals and objectives required by the department. His mission is to continually improve the system and provide the best services to the public which will eventually flourish economic development and growth and also raise the bar for the citizens of El Paso.

Smith\nExecutive Director\, Texas Society of Professional Engineers\nTopic: Ethics\nMrs. Smith has been with TSPE for more than 21-years. She is also the Executive Director and Trustee of the Texas Engineering Foundation and manages the TSPE Political Action Committee for Engineers (PACE). She just completed a third term on the NSPE Executive Committee\, Board of Directors and House of Delegates. \nPrior to joining TSPE she served as the Coordinator and Program Manager at the Murdough Center for Engineering Professionalism at Texas Tech University where she assisted in the delivery of engineering ethics seminars to engineering faculty\, private firms\, TxDOT and engineering students. She was also Program Manager for the team that developed the NAFTA Code of Conduct which is part of the NAFTA Mutual Recognition Document that was adopted by the governments of Canada\, Mexico and the US. In her earlier career she spent over fifteen years involved in the legal field in a variety of positions from legal secretary\, paralegal\, assistant to the Dean of the Texas Tech School of Law and Administrator of a 55-person law firm. \n

Clendenin\, P.E.\nfrom TexASCE  \nPresident 2018-2019\, ASCE Texas Section\nQuality Control Director & Product Development Engineer\, Del Zotto Products of Texas\, Inc.\nTopic: If we are planning for the future\, then why are we designing from the past?\nArt Clendenin\, P.E. serves as President (2018-2019) for the ASCE Texas Section. Art is also the Quality Control Director and Product Development Engineer for Del Zotto Products of Texas\, Inc.\, a precast concrete and form manufacturing company with locations in Gladewater\, TX; Sealy\, TX; and Wrenshall\, Minnesota. \nSome highlights of Art Clendenin’s 35-year career include development of the first pre-cast bent caps used in Texas bridge construction\, creating the first mitigation plan for inclusion into a roadway project for leaking underground storage tanks\, providing design and construction expertise for the Loop 363S/IH35 multi-level interchange in Temple and schematic corridor design and review for the IH35 expansion from Belton to Salado. \nArt Clendenin began his involvement with ASCE as a student at Texas Tech University. He was the Concrete Canoe Chairman for three years and served as the Student Chapter President. He spent the first 15 years of his career at TxDOT in the Corpus Christi District\, where he worked up through the ranks from Engineer Assistant to Area Engineer. During this time\, he was an active participant in ASCE at the Corpus Christi Branch’s activities where he served in all branch leadership roles. He served as the Corpus Christi Branch Director completing the term as he moved to the Northeast Texas area in 1998. \nWhile settling into East Texas as a consultant project manager\, Art continued his involvement at the state level serving two sequential terms as the Vice President of Technical Programs. His professional service continued at the Branch level also\, where he has served on numerous volunteer committees and has participated as a practitioner-advisor to the UT Tyler Civil Engineering program\, numerous terms as the Northeast Texas Branch Director and substitute director. \nArt has supported the UT Tyler Civil Engineering Program as an adjunct instructor and assisted the Civil Engineering Department with various class projects. Most recently he helped the student branch host the ASCE National Concrete Canoe competition. Within the precast realm\, Art is currently a Program Advisor to the Kilgore College Industrial Maintenance Program\, and Le Tourneau University Civil Engineering Program. \nHe serves as a lead usher at his church\, where he and his wife are active members. Art and his wife\, Mary Lou\, have raised three daughters and now enjoy three precious granddaughters whenever possible. When time permits\, they play hard at various water activities or enjoy long rides and trips on his motorcycle.

Maldonado\, P.E.\, is the Dean and Riter Endowed Professor of Engineering at The University of Texas at El Paso\, since July 2017. She is the former Founding Senior Vice President for Research\, Innovation\, and Economic Development at the University of Texas Rio Grande Valley (UTRGV). \nDr. Maldonado’s academic career spans 28 years at four other universities – UTRGV\, Texas A&M University\, Texas A&M Health Science Center\, and The University of Texas at Arlington (UTA – with 17 of those years in various research administration roles. \nDr. Maldonado has extensive experience at the federal level in advancing research and commercialization initiatives. From Jan. 2011 she served four years as a director in the Engineering Directorate at the National Science Foundation. She was responsible for a $130M budget in support of interdisciplinary research centers\, research translation\, innovations in engineering education\, special initiatives in support of military veterans\, and workforce development programs. \nBefore entering academia\, Dr. Maldonado was a member of technical staff at AT&T Bell Laboratories for five years working on optical components and systems. \nDr. Maldonado earned the Ph.D.\, M.S.E.E.\, and B.E.E. with Highest Honors degrees in Electrical Engineering\, all from the Georgia Institute of Technology. She is a registered Professional Engineer in Texas.

After graduating from El Paso High School in 1993\, Sal attended both UTEP and NMSU where he graduated with a Bachelor’s of Science in Civil Engineering. He worked for 10 years at CSA Design Group\, a local consulting firm\, where he oversaw land development. This allowed him to work with developers throughout El Paso\, as he grew in knowledge and experience. In 2013\, he left CSA Design Group to join the El Paso County Public Works Department. Since joining the County\, Sal has taken on the role of overseeing the Transportation Division\, which also includes transit and aviation.
